Technology has always topped the list of parameters defining the success of any nation, The Biggest and the most powerful nations on this planet are the ones with most advanced technology. Say it be for saving the life of manhood by medicine technology advancing or it can be the defense either, Technology is the key. But the scenarios in India are quite different, More emphasis is given on buying technologies rather developing one. Innovation in India was never considered important, I remember my small stint with one of the government organisation while I was working as a consultant with one of the government body in India. We were facing the tough time in automating their business, the officials were not really happy with the technology being introduced to their obsolete style of working, Coz this could have caused many hitches in their patented working, with patented working I mean slow and full of Paperwork. Technology has been so far from the agenda of the government that now the officials are suffering from technophobia.
I would share a funny incident that happened when we were in user acceptance phase for our application. the team was headed by a senior IAS officer and the best people or so called the most techno-savvy officers from different departments were the part of the application team, One fine day we were asked to make the officers know about the working of the application. My team was ready with the user manuals and other related documents help files etc. IAS officer clearly instructed my team that kindly allow the government officials to do some hands on with the application. We being the prominent IT experts in India designed the best we could do for our client (GOI), so the Team Leader (Enthusiastic IAS) asked to begin and for more than an hour the government officials were not able to make successful logins in the system. they were so technophobic that they were able to type their username and password properly. Out of the team of 15, 6 locked their accounts and rest were struggling with URL typing mistakes. and they being our clients started accusing us of making the user interface not so friendly. same chaps who asked us to design the fanciest application were now asking us to remove the user name and password functionality.
If you're just starting out, it's quite possible that you're feeling overwhelmed by the amount of technology you'll need to run your business efficiently and professionally. we need to understand our requirement and need to know whether, are we capable enough to survive? are we in mode to accept the change? to offer some pointers. every small business needs the basics:

• Training and technology to be the topmost in the list. Hardware, such as desktop computers, laptops, phones and wireless devices shall be updated • Software, from a simple word processing program to industry-specific applications • A server, which is a central computer that shares data, files and applications and allows you and your employees to access the Internet or use the same printer • Networking devices, such as routers, hubs and switches, that tie workstations together and provide security features, such as firewalls

Unless you've got a solid background in technology, a computer consultant can be your best friend.
Roles like CDO chief digital officers shall be introduced in government and urban local bodies.
With the optimist note, I request the GOI to make the intervention in technology as the priority, we have the pool of most innovative engineers and technology specialists, as rightly said by Mr Katju, that brain drain is major issue, India shall only be able to sustain this pool of talents only if we take the help of such opportunities and internal talents rather buying technology build one. The only way to get closer to digital India campaign.
