About the Bill

This bill was aimed at to establish an equal opportunity to LGBTQ community in educational institutions, government establishments, and while renting or purchasing property, receiving healthcare and using public services.

But the legislation does not explicitly define what constitutes discrimination in the context of the transgender community. It also fails to specify punishment for those who discriminate against transgender persons.

Penalties 

Causing harm of any kind, including physical or sexual abuse, to a transgender person, could attract punishment from six months and extend up to two years.

Obligations

The main reason to oppose the bill is that it failed to recognise the right to identify each individual of LGBTQ community as one gender. But it is providing a certificate to identify them as a transgender. And forcing them to undergo the sex reassignment surgery and apply for another certificate. This clearly shows that the government is not ready to accept them as part of a citizen and refraining them from getting basic rights. They know that it is not something that can be changed immediately but they are expecting the government to take necessary action to change their perspective in the minds of the future generation. So, in near future they will be given equal rights as a citizen.
